In RSMOne's words
A Formation is a new identity-bearing Subject that can hold purpose, governance, Commitments, Activities and Biography of its own, yet it does not absorb its participants: the farm, the mill and the loan keep their own identities and may join other Formations. A Configuration does not become a Formation by changing status; a Formation is a distinct canonical object created through a governed establishment operation.
What it is not
Formation ≠ Configuration
A Formation records what has actually assembled under sufficient Commitment and governance; a Configuration is only derived reasoning about what might work. 04 §12.2 · Configuration Is Not Formation
Formation ≠ Proposal
A Formation is established through a governed canonical transition; proposing one communicates a prospective arrangement without creating it. 04 §12.2 · Configuration Is Not Formation
Formation ≠ Recommendation
A Formation is canonical state created at an establishment boundary; a Recommendation is a derived suggestion with no authority to establish it. 04 §12.2 · Configuration Is Not Formation
Formation ≠ Formation Readiness
A Formation exists only once it has been established; Formation Readiness is a derived assessment that conditions appear sufficient, and no readiness score can bypass the establishment boundary. 04 §12.2 · Configuration Is Not Formation
Formation ≠ Commitment
A Formation establishes coordinated structure; the Commitments it draws on establish each participant's accountable obligation, and they are not the same thing. 04 §30.3 · The Governing Principle
Formation ≠ Outcome
A Formation establishes the coordinated structure that can act; an Outcome records the evaluated consequence of what was done, so establishing a Formation is not achieving an Outcome. 04 §30.3 · The Governing Principle
